WHAT IS LRIT ?

Long-Range Identification and Tracking (LRIT)

LRIT increases the transparency of vessels sailing the high-seas on international voyages. It provides for the persistent detection, classification, identification and tracking of cooperative vessels to enable improved maritime domain awareness and a general understanding of vessel traffic in specific areas of interest (US definition).

SOLAS V/19-1 REGULATION AND APPLICATION

  • The Long-Range Identification and Tracking (LRIT)
  • Regulation will enter into force on 31 December 2008 and will apply to the following ships engaged on international voyages:

. All passenger ships including high speed craft.
. Cargo ships including high speed craft of 300 gross tonnage and above.
. Mobile offshore drilling units.

VARIANCES

  • Ships operating exclusively in coastal Sea Area A1 fitted with an AIS will be exempt
  • Ships operating into near-coastal Sea Area A2 which are not fitted with Inmarsat C GMDSS will be required to fit a dedicated LRIT terminal
  • Ships operating into polar Sea Area A4 above 70 degrees Latitude will require a dedicated LRIT terminal that operates in conjunction with an approved low-earth orbit communication service provider

SHIP EQUIPMENT AND COMMUNICATIONS

  • Ships LRIT equipment must be able to be configured to transmit the following information, in an automatically generated position report (APR), as a minimum:

    . The identity of the ship
    . The position of the ship
    . The date and time of the position

  • In addition, ships LRIT equipment must be able to respond to poll requests for an on-demand position report.

    . Be able immediately to respond to instructions to modify the APR interval to a frequency of up to one every 15 minutes.
    . APRs will be transmitted as a minimum 4 times per day to a National Data Centre or to a Cooperative or Regional system nominated by the “Flag”.

LRIT DATA CENTER

  • A Flag must select a Data Centre (DC) for its vessels to report into, from:

    . National
    . Regional
    . Cooperative
    . Or default to the International system – MSC 84?

EQUIPMENT COMPLIANCE

  • Flags may adopt slightly different LRIT implementation strategies on account of contracting different ASP’s. However, it is now certain that Inmarsat C will be specified as the main LRIT communication system of choice by the Flag in conjunction with the ASP.
  • As the majority of ships required to comply with the regulation are already fitted with compatible Inmarsat C systems,  no major hardware investment should be required on the part of the shipowner.
  • All equipment should be of a type approved by the Administration.

EQUIPMENT TESTING

In order to have a compliance test conducted ands obtain a LRIT test certificate, you have to apply to a Test ASP that is approved by your flag.

POLESTAR COMPLIANCE TESTING

IS YOUR EQUIPMENT COMPLIANT

  • If you want to know ehether your existing Inmarsat C equipmernt is compliant.
  • You will get the definitive answer with PoleStar LRIT Compliance Test. If compliant,we will provide you a Compliance test report for your Flag.
  • If your equipment is not compliant we can quote acompliant terminsal based on your needs.
  • IMO, requires a compliance test to be conducted by the end of March 2008

THRANE & THRANE TESTING

Thrane and Thrane has announced the availability of the pretest (control test) for its Sailor and ThraneThrane Inmarsat C equipment.

  • The test is intended to be for information purposes only.
  • If your equipment fails this test it will fail the LRIT Conformity test of your flag and you will need to purchase new equipment prior to the conformity test.
  • If your equipment passes the test, it still does not guarantee that it will pass the Conformity test of your flag.
  • Conformity test of your flag has to be conducted in any case to obtain your Flag’s LRIT certificate.
  • Running this test can save you from conducting unnecessary Conformity tests on equipment that will not conform.
  • The Thrane& Thrane control tests will start on July 1. 2008, Mobilkom has started accepting preliminary applications already.
